TU8 content is free for everyone, but New York activities and the New Endgame are not.
Essentially, anything in Title Update 8's content drop is free - like Gear 2.0 - while content sequestered in New York or unlocked at the new level is exclusive to Warlords of New York owners, which costs $ 30 USD for the extension alone. Here's what you should expect whether you've purchased The Division 2: Warlords of New York or not:
- Free content for all owners of The Division 2
- Heroic difficulty for all missions
- New character heads (you must create a new character to access them)
- Refreshing dark areas
- Gear 2.0
- Revisions to existing brand sets
- Overhauls of existing gear assemblies
- The level 30 version of the first raid, Operation Dark Hours
- The new recalibration library
- Skill levels (replacing skill power)

- Unique content for players who do not purchase Warlords of New York
- Increased Equipment Score to 515
- Content unique to players who purchase Warlords of New York
- Ten new Exotics (weapons and armor)
- Nineteen new named items
- Two new equipment kits (Striker and System Corruption)
- Two new weapons
- Four new sets of brands
- Full gear dyes (dyes that cover your entire gear)
- Seasons
- Upcoming clothing events
- Global events
- Leagues
- Directives (modifiers that grant additional experience)
- Overall difficulty level (set the whole game to one difficulty)
- Legendary difficulty (for all three faction strongholds)
- Increased max level to 40
- Level 31-40 gear (there will be no gear score at 40; just level 40 gear of varying power)
- SHD levels (post-40 leveling system, similar to Diablo 3's Paragon system)
- The new campaign
- Lower Manhattan Map
- The "new" factions (Rikers, Cleaners and Black Tusk with the units of the Last Man Battalion)
- New skills, including new skill variants that will be part of seasonal events
- The level 40 version of Raid 1, Operation Dark Hours
- Infinite Level 30 Character Boost (can be used as much as you want, but you only get the resource reward once)
To sum it all up: All The Division 2 players will receive game-wide system updates, but anyone who wants to participate in the updated endgame will need to purchase the expansion, even if they do. don't want to play the new campaign or map (however, they will have to do so if they want to unlock the new endgame features). Level 30 and 40 players can still play together, but those without the expansion cannot participate in content exclusive to Warlords of New York.
Division 2 players who do not purchase the expansion have an increase in gear score which should encourage playing without the expansion (GS 515 gear will be maximum rolled items), but they will miss SHD levels. and seasonal levels. Ultimately, there's enough added to give those who choose to opt out a chance to sample the systemic changes underway, but to experience the complete overhaul coming to The Division 2, players will need to pony-up the money for the extension to access the content locked there.
