The Shock Fruit stabilizer is not available until very late in the game. You will need to reach the third region - the High Realm - to finally access the Shock Fruit. Unlike the other two stabilizers that you'll get as you progress through the game, this one isn't hidden behind a boss fight. You will need the Fruit of Shock to solve one of the last puzzles and finally unlock the tower.

To get the Shock fruit stabilizer, you will have to reach the Elevated kingdom - this is the third region. Once you have explored the giant towers which require energy, you will begin this actual quest. The digitization of any foreign door or electrical installation will reveal the 'Static panic'quest.
Du Enigmatic Spire Summit, go right and look for a path to one of the side islands which is not populated by a giant crystal tower. This is where you will reach the Xerophilic landing. Find the teleporter, then head left to a small island with access to the belly of a larger mucher island - use the Proton Tether to grab the swing and the magnetic grind rail to the called area Pillars of Xzorgana.
Head up to the center of the desert island to find a huge stack of vertical pillars marked with purple / blue barnacles. You will want the backpack upgrade to be as many grapple seeds as possible to do this trek. At least 5 are basically required. Near the top you will have to use the Launch Thruster to reach the island itself.
Activate the teleporter here, then go right - look for a magnetic rail. Follow the rails (and swing) to reach a desert island with yet another teleporter called the Crackling pedestal. Approach and scan the shrine that radiates electricity in front of you.
In order for the shield to dissipate, you will need to defend the shrine for several minutes against waves of infected pufferbirds. They'll just keep coming, but there are ways to make the mission easier - shoot the electric plant buds to shock any nearby creatures, causing them to reveal their weak spot, or use Bile Binding to slow them down, which also reveals their weak points. For a third option, there are countless shock fruits that you can use, but their scope is quite limited.
Defend it until you reached 100% and you will be able to extract the material from the sanctuary. You can now return to your ship and build the Shock fruit stabilizer. It is necessary to unlock those annoying alien doors that close in your face.
