The first thing to understand about theft in The Outer Worlds is that the game doesn't seem to have a karma system. You can fly as much as you want, as long as no one sees you doing it. If you witness theft, you may need to try to get out of the way or people will attack you instantly. You will lose your reputation with the witness's original faction, as no one likes thieves. Make sure all of your theft is done in secret, and you'll be fine.

If you want to get out of this, you'll need to invest 40 skill points in the Stealth skill to unlock the ability to pickpocket. The more points you put into the stealth and stealth skills, the easier it will be to do. All you have to do is sneak behind a character while crouching down, and as long as they don't know you, you'll be able to pick their pocket.
