The Materia Assessment gives the opportunity to examine and learn detailed information about an enemy, including their weaknesses and the skills you need to use against them. At first you can use it on a single target, but later when you level it up you can use it against multiple enemies that you are fighting at once.
During Chapter 3 of Final Fantasy VII Remake, you will meet a boy named Chadley. He offers you a side quest and you receive the Evaluate Materia there. Once you get it, you are free to use the spell.
