There's a lot going on in Pokémon Go right now. The new Battle League has arrived, giving players the chance to compete against each other to see how they fare in the PvP scene. When players win enough battles in their rank, they advance, but they also have the chance to earn multiple rewards for it. When you reach Rank IV, there's a chance that if you win four battles in a row, or two if you use a Raid Pass to fight, you may encounter a Scraggy.
Although this is the Pokémon's first form, you must be wondering if there are more than one way you can meet it and evolve it into its next form, Scrafty. Turns out it does, but it ultimately depends on chance, so you must be having some luck on your side. You can check Reddit user NumeralJoker's Scrafty it may have evolved.
When you reach Rank IV and win four battles, two if you use a Raid Pass in the Battle League, Scraggy is a guaranteed encounter. After that point, you continue to rank in the league by simply fighting. You don't need to win to rank up, only to spawn encounters. However, if you win those battles again (four battles for the regular, two with a raid pass), then you have another Pokémon encounter, but this comes from a Pokémon pool, and Scraggy is part of that pool. - Tepig
While Scraggy has a chance to show up, he's hit or miss. It won't happen every time like it did the first time you meet him. But, if you meet them enough to acquire 50 Scraggy Candy, you can turn them into Scrafty. Currently, competing in the Battle League is the only way to meet Scraggy, but after the event he can enter the general pool. We do not have this information at the moment.
