Very late in the game, in Episode 8: Heartman, you will be sent to the far reaches of the central region map to link up a destroyed destruction station, devoured by a huge belt of black tar engulfed by the area. To reach your final destination, Edge Knot City, you will have to cross this huge tar belt. Amélie, the next woman to become president of the UCA, waits on the other side, captured by a terrorist.
Reaching Edge Knot City isn't easy. When you restore the remote access road, Die-Hardman will contact you and instruct you to cross the Asphalt Belt. He doesn't tell you how, although he will give you clues later. Below I will give some tips before giving a direct answer.

How To Cross The Tar Belt | Endgame guide
At the end of your quest to restore the old crumbling pathway station at the southwest end of the Central Region in Episode 8: Heartman, you'll be caught off guard with a puzzle. How do you cross the huge tar belt?
- You cannot cross normally. You will need some sort of platform to appear.
- Think about past encounters with huge BTs. What appeared in the tar?
- What happened when you fought the BTs of Higgs? When did the environment change?
If you still need help, the answer is simplistic. If you've been very careful and haven't come across a BT in combat, you might have no idea.
Cross the tar belt, you must go to the BT field on the tar beach, southwest of the UCA chiral relay. Get caught by a BT near the Ocean of Tar, then let them drag you down. Don't hold (R2 + L2) to fight them.
When pressed on your back, an invisible spin will drag you into a massive encounter with a BT swarm of whales. The wreckage buildings will come out of the water. You can use these floating platforms to cross the tar belt. Keep running! You don't need to fight these guys, but get to the farthest area through the tar.
