To reset your skill points, you need to find the Quick Change Machine. This machine allows you to choose the heads, appearance, colors, emoticons, etc. of the character. The easiest place to find one is at the Sanctuary, right next to the fast travel point and in front of the Lost Loot Machine.
Just click on Respec and it will ask you if you want to do it and tell you the cost. Each Respec costs some of the hard-earned money, but not really. All you have to do is type yes, and you'll get all of those skill points and can redistribute them as you like.
