How to get Halloween costumes
There are several ways to obtain these items, although they all involve a little bit of chance. First of all, you need to visit Able Sisters every day in October. It's your best chance to collect all of the Halloween costume items in the game, but it still won't be enough. The Able Sisters store will carry random items each day, mainly major clothing items like balaclavas, dresses, etc.
Beyond that, there are at least two other ways to get Halloween costumes and items. The first is Kicks which will spawn randomly and offer some of the Wing items listed above. Make sure to check if he's in town so you can pick them up when they're available. Finally, on Halloween itself, Jack will appear and should also allow you to purchase some of the items. These seem hit and miss, so don't rely on this as your primary way to get Halloween props and items, but it's there if you miss anything. I'm also assuming that the two Jack items will be exclusive, but we'll have to wait and see on that.
