Fences are extremely useful for Animal Crossing: New Horizons. They can be used to clearly divide the island in an orderly fashion, making it look like you've planned everything perfectly and you certainly haven't built your museum too close to the beach.
To be able to build fences, you will need to have done the following:
When Tom Nook asks you to help him build houses for people interested in moving to the island, define the plots and put together all the items you need for the houses and exteriors. When you're done, go back to Tom Nook and he'll give you 50 fences.
After this point, you can also use Nook Miles to purchase DIY recipes for fencing at the Resident Services Kiosk. Once you get the recipes, you can build as many fences as you want.
Like all things Animal Crossing: New Horizons, you build the fences on the workbench. To install the fences somewhere on your island, put them in your inventory, then when you are where you want to place the fence, click on it in inventory and choose "build". Your character will take out a mallet and you can press A to place the fencing anywhere you want.
