How to bring the villagers to your island
There's no quick answer to this, especially early in the game as you probably are right now. Starting on your desert island, you will have two villagers, but more will come playing normally. Tom Nook helps you the most, giving you tasks to complete that will help you build your island. As you do this, the island will develop naturally and visitors will appear who might want to move in. After this introductory phase, there are a few ways to get more villagers.
Using your Nook Miles ticket will take you to a mysterious island where you can usually meet a villager who might be ready to move to your island. You get one for free and you can get more for 3000 Nook Miles, so give them a try if you want it done quickly.
Expanding and growing the island by exploring beyond the starting area and then removing weeds is a good start. The opening of buildings like the museum and other businesses will also attract new villagers who could show up and just walk around. If they do, be sure to talk to them and try to befriend them if you want them to stay. Beyond that, there is a theory on how to get more villagers, but it has yet to be found in the game.
In previous Animal Crossing games, there was a campsite that would constantly bring new villagers to town. You can then talk to them and ask them to stay if you want. We'll have to wait and see if it's still for New Horizons, but there's a good chance it will. Once we have a way to unlock it, we'll update this guide, so check back often.
