Microsoft's message seems clear, in Windows 10 those who have updated from Windows 7 or 8.1 with Media Center will be able to use the Microsoft DVD Player application for free in the Windows Store (in Windows 10 Windows Media Player requires installing a paid codec to play DVDs).
The problem is that if you upgraded from a Technical Preview version Windows 10, you will not be eligible and therefore either you will have to restore your machine and reinstall Windows 10 with Media Player or you will have to pay.
For those who have already paid for a Windows 10 license because they did not have not Windows 7 or 8, it is impossible to obtain the application other than by paying for it.
