Yoshitsune

Either a high damage burst Persona or a powerful healer, Norn is the Persona of choice for the Wind attribute.

A Persona with a lot of AOE and big nukes as you would expect from the Nuclear attribute.
Time
Attribute: Dogs
Arcana: Empress

Not only a difficult Persona to obtain, but also with rather limited use due to its Psychic attribute, which is very resistant to. That said, in all other cases, Kali is a very powerful physical attacker from AOE.
Metatron

How could a Persona with such a name not be on this list? Metatron is a strong type of Persona support with stat and healing boosting skills.
Alice
Attribute: Curse

Who would expect such a cute little girl to be so deadly? Opposite Metatron, Alice is there to pick up victories like No Tomorrow, with her Insta-Death skills and massive nukes.
Lucifer
Attribute: All powerful

Fusion materials:
Obvious from a mile away, Lucifer is literally what his attribute is, too. All powerful. By taking a look at its Fusion materials, you can imagine that this monster is the best in the world. Owning this Persona almost feels like cheating, so a goal to achieve for sure.
And there you have it, the best Persona for every attribute in the game. As mentioned before, all of them can push you through the end game, as long as you invest in them, so don't feel like you have to use the ones on this list here. The Personas here just get the job done easier than the others, but that's it. In any case, good agriculture.
