The Truth Teller is part of the World Drop loot pool, so it can be obtained simply by playing the game or from Zavala's Vanguard gear. Better yet, the Truth Teller can be obtained from the gunsmith, so if you're sitting on a lot of weapon parts you can burn a few thousand to try and get your hands on them.
