The difficulty in the Outriders will be dictated by the world level in which you play. The level of the world level will affect the health, armor, and damage of enemies, as well as the quality of drops you can get from them.
The world level you have access to will depend on your performance in quests and missions. The better you play, the more experience you gain on a world level, which allows you to unlock the next world level. If you'd rather play at an easier level, you can just select it from the menu, but you won't be able to generate experience to move on to your next stage on world-level difficulty.
You also lose experience globally when you die, which adds risk and ensures that people aren't just spamming across the global levels. If you want to progress, you will need to get better loot to help you survive. As you move up through the levels, things like min / maxing and good execution of thoughtful tactics with your co-op buddies will become more important.

And an interesting part about world levels is that they will allow you to get loot that is higher than your character level, and you can use it in that world level, but not in a lower level. As you level up, that extra level of loot will continue to increase.
Scaling based on number of players
The difficult level of the Outriders will also be adjusted depending on the number of players. So if you play with friends it will be more difficult than if you play alone. Overall, everything should balance out, but it also gives solo players a way to progress instead of banging their head against a wall trying to clear balanced content for three people.
