Things are a little more complicated on PC. There are some settings that can improve your performance - and they're not always obvious. This game has ray tracing, a feature that provides amazing lighting technology but requires considerable power especially if you are trying to run the game at 4k resolution.
As with any recommendation, find what works best for you. Start by reducing the resolution (2k instead of 4k) and turn off ray tracing. These are the most obvious power pigs. Now let's go over the other settings you should be aware of.

Enable DLSS: If you want to use ray tracing but don't want the system affected, try enabling DLSS. This basically cuts your resolution in half but gives you less intensive ray tracing for the system. Try it for yourself - results can vary wildly depending on your graphics card.
Lower cascading shadow resolution: One of the biggest performance pigs. “Cascading shadow resolution” can seriously lower your FPS, and lowering it from High to Medium is an almost negligible jump in graphics quality. Turning it off can double your FPS.
Modifier Max FPS: If you are using an older card and the settings have been reduced, you might be locked out at 30 FPS. Go to settings and find this one. You may not need to be locked.
And don't forget to download the latest Nvidia graphics drivers. One just came out with - they really help the performance.
Recommended settings for the console | How to improve FPS
Improving FPS on consoles is less complicated, but much more restrictive. Currently 60 FPS is only available on next-gen consoles - although there is currently no next-gen version available.
- Performance mode 60 FPS is a special feature available only on Xbox Series X and PS5.
- This mode will appear after installing your Xbox One / PS4 version on your next generation hardware. Download the latest patch and you can enable performance mode in settings.
Performance mode reduces resolution and overall graphics fidelity to run at a smooth 60 FPS frame rate. In my testing it seems like it's set to medium - the game looks amazing in mission environments, but you'll see a bigger downgrade in the open world city as you explore.
