Moltres is a Fire and Flying type Pokémon. It's weak for Electric and Water-types, but takes even more damage from Rock-type attacks, so you should be wary of any Ground-type or Rock-type Pokémon. He has a max CP of 3465, offense of 251, defense of 181, and stamina of 207.

Given the blackout, Moltres' best fast move is the fire spinning. You don't want to use one that has a wing attack. While wing attack provides slightly more energy output per attack, fire rotation does almost the same amount for almost double the damage. It's worth it.
For both charge movements, Moltres has several choices. You want to avoid the blasts of fire, despite the damage it deals, as well as the ancient power. There are clearly better choices for your Pokémon. This narrows down your options to three and you really want to have a Moltres that knows Sky Attack. Unfortunately, this is an exclusive move, so few trainers will teach their Moltres this attack unless they're using an Elite ChargeTM. For the last two Fire-type attacks, overheating is the best choice.
It comes down to your Moltres learning the Fire Pin for its quick attack, then sky attack and overheat for its charge moves. This is the most powerful combo you can make of all the choices.
