Mewtwo is a powerful Pokémon in Pokémon Go. You can only get it during rare events. Typically, you have to fight him in a five-star raid, but there are some mobile game events that give you the chance to meet him after completing several research tasks. When you receive this Pokémon, you want to maximize it to the best of your ability. He has several attacks at his disposal, but there are a few clear choices that you want to use and others that you want to avoid having on your own.
Mewtwo is purely psychic in nature. It has a max CP of 4178, attack of 300, defense of 182, and stamina of 214. It's a powerhouse when it comes to damage, but it lacks defense, so if you find yourself facing a bug, Dark , or Ghost-type Pokémon, you'd better try changing it for another choice. But it's great to use in PvE raids against types of Pokémon that Mewtwo can unleash super effective attacks against, such as combat and poison types.

Fast movements:
- Psychic cut (psychic type) (6 damage and 8 energy)
- Confusion (psychic type) (24 damage and 15 energy)
Load movements:
- Flamethrower (fire type)
- Focus Blast (Combat Type)
- Hyper beam (normal type)
- Ice beam (ice type)
- Psychic (psychic type)
- Psystrike (psychic type)
- Shadowball (ghost type)
- Thunderbolt (electric type)
Mewtwo has several options to choose from, and sometimes it is difficult to choose between them. Of the two quick moves, you want to lean more toward confusion as that is what does the most damage to your opponent. Confusion has a higher damage output than Psycho Cut, so you mainly want to focus on this one being Mewtwo's primary attack, given the choice between them. For your load move, you have a bit more variety, but there are significantly better options.
Among the moves available, you want a Mewtwo who knows psystrike or shadow ball. Unfortunately, these are Legacy Moves, meaning you can only receive them from Mewtwo you captured during a Limited Time Event. However, if you own an Elite ChargedTM from the Battle League, you can choose one of the choices above. Psystrike is your best bet, but Shadowball is also at the top of the list. Those are two main choices for the best Mewtwo, and any other Mewtwo you have can play a useful role in a list based on its charge movement, or you can focus on those two. Due to how difficult it is to receive an EliteTM, you'll probably want to have one that knows Psychic, Focusing Breath, or Flamethrower.
Other than a few rare occasions, you won't have much of a chance to capture Mewtwo, so when you do, consider the choices available to you. If you only have one Mewtwo, it's best to focus on confusing with psystrike or shadow ball.
