All the romance options in Persona 5: Royal

Tae Takemi

You meet Tae Takemi as you progress through the game, and she is a confidante. You will need to have Level 2 guts to spend time with Tae, and you must visit him enough days during his clinical trials to increase his Confidant Rank with you. Later in the game, you will need to have a level 4 charm to continue chasing Tae.

Sadayo Kawakami

You will need a level 3 charm to spend time with her and to raise Yusuke Kitagawa's Confidant rank to at least 2. After doing this, and visiting them frequently, you should be able to continue a relationship.

Chihaya Mifune

You have to wait until you hear rumors that a fortune teller is hanging out around Shinjuku to find out more about Chihaya Mifune. When you do, visit it there overnight and buy the holy stone for 100 yen. After that, you will need to continue meeting her there overnight, and you should be able to romance her after you have raised her Confidante rank enough with you and met her several times.

Ichiko Ohya

Arcane of the devil

Ichiko Ohya will appear after progressing naturally in the game. After she appears, you want to meet her at the Shinjuku bar when you get access. If you visit her enough times and increase her Confidant Rank enough, you can explore a romantic relationship with her.
