You need the latest alpha build of the launcher and the global version of MIUI 11.
Just download the build in question from this link, install the “System Launcher” package and allow installations from unknown sources. Once this is done you have to access the smartphone settings, go to "Home Screen" and then in the section of the same name you will find yourself with the following option "Normal" or "With app drawer". Just enable the latter and that's it.
